Jetting Problem?

I have a 2001 cr250. In any gear when I let off of 3/4 to full throttle you can hear the bike bog a little. Also when Im just going down a straight road in 5th gear at 1/4 to half throttle not in the band the bike, I dont know how to word it, kinda sputters.
