95 xr250r Timing chain

Just rebuilt my 95 xr250r, and im looking to sell it, it runs great now no smoke but it feels a bit down on power(though im jaded i have a crf450r), i think the carb may have some crap in in and i plan on pulling that apart here soon, however i also think the timing chain is stretched, the timing is definitely off a hair(rolled back tword the tensioner) can i replace the chain without removing the head? and what is the consensus on the value of one of these?

The head does not need to come off to replace the timing chain. Clutch, oil pump and primary drive gear do though.
