Need help figuring out a part

There is a clear looking gasket on the left side of the bike right above the chain. What is this? does it need any fluids? because mine looks like there was some type of liquid that was evaporated. But I can't figure out what it is.

Are you referring to the coolant catch tank or expansion tank ? .

Im talking about the clear thing that is located in the "v" looking thing that the frame makes. Thanks for the help.

It's the expansion tank for the radiator. When the coolant gets hot it expands and runs into the tank so it isn't lost on the ground. After shutting off the motor and it begins cooling off the radiator draws the coolant out of the tank and back into the radiator. I like to have an inch or so of coolant in the expansion tank when it's cool so I can tell quickly if the coolant level in the radiator is correct.
