Static and Rider Sag - 09 ktm 250sxf

i measure 40mm static sag and 140mm rider sag.

do i need to adjust my static sag back to spec (33mm in manual) as i read read elsewhere that 40-45mm static sag is ok??

so, i guess i need a stiffer shock to get the ride sag back into spec (107mm as per manual)?

how do i know what rate spring i need to meet this spec?

do i need a special tool to adjust the preload (to turn the adjusting ring/collar on top of the spring)?

that is a lot of sag and is likely choppering the bike out.   even on pds ktm i don't like to go above 115 rider sag.    on a link ktm i like my sag at 105-110mm, any more than that and i cannot ride it.
