RM 250 shock rebound stack...too light?

My shock rebound stack is as follows:

rebound adjuster seems to have very little effect. Could my stack be too light, and and allowing oil through the piston instead of through the bleed (path of least resistance)

 

spring on rear is a 5.5, and linkage is freshly serviced with new bearings.

It's a 2008. I thought the stack was very close to the 2009 RMZ 250 which was suggested to me. Maybe I got the wrong stack info.

You want 6-7 face shims of 0.2 and all 0.3 in has with a 26clamp
