front wheel installation

Ok, i feel like an idiot, but i'm stumped. Installing a new set of aftermarket wheels today before I go ride.  I'm trying to install the front wheel and the axle gets caught up almost all the way through.  I only need it to go about 1/2 inch more before it's fully through.  I know i've got the spacers in right.  Any ideas?

And are the fork tubes the same hieght in the triple tree?

Hey guys. Thanks for both your replies. Got frustrated and just got out of the garage yesterday. Went back in today, loosened everything up on the front end, bounced it around a bit, and presto!! Not sure how or why, but I finally got it.
