Revs are too low and won't adjust

Hey guys, I've got one of those cheap Chinese bikes. The issue is when no throttle is applied the bikes revs aren't high enough and it stalls. I've tried adjusting it at the throttle and it did nothing so I attempted to adjust it at the carby at the idle speed screw and with the bike running it made no change. Any suggestions?

Should have mentioned before it's a 125cc bike and it rides just fine until the revs drop and it'll die. So it's idle speed is the issue.

First step would be to pull the carb off and make sure it is clean. Make sure all jets, ports, and are passages are all clean and clear.
