valve clearance issue?

I have a 2009 kx250f and am in the middle of checking the valve clearance. I read one of the posts on how to do it and I am a little lost on finding the correct position for the marks on the flywheel and I put it between the 2 notches on the flywheel. the dots on both cams are facing up. from there I check the clearances and the    intake; .003    exhaust; .006 . the min intake is .10 and ex is .15 . to me that means they are both way to tight.  the only reason im checking them is I just bought the bike and wanted to see where they were at. no issues with bike except deceleration pop. starts 1st or 2nd kick every time.  is it possible for the valves to be this far out or do I not have the marks lined up properly. any help would be appreciated.

.10 and .15 are mm

 

.10mm is equiv to .004

.15mm is equiv to .006

 

 

.003 and .006 are inches
