I have a sxf250. There a a bunch of spots on the frame where the paint has chipped and there is surface rust. I Have Taken Care Of The Surface Rust and am wondering Do I keep the bike outta commission to have it powder coated or is there a quicker solution to last the season without any repercussions?

Get some spray paint and touch up the areas as needed to get you through the season. Another option is to use fingernail polish. You can touch up the spots and not have to deal with all the overspray.

If you don't ride in the winter I'd wait and do it then.

Too slow on the post, but I agree with poldies4 If you clean up the surface rust and apply an acrylic lacquer with a close color match you'll be fine.  I would imagine primer would give you better adhesion.  When you have it powder coated, they are going to strip the whole thing down anyway.  I wouldn't trade good riding time for any kind of cosmetic work.
