2004 CRF450R Overheat and header glow

So my buddies bike has a strange issue. This is his description of the problem:

"Overheats after few minutes of idle. Water pours from overflow tube. Header pipe gets red hot immediately. Faint hissing noise from cylinder. No smoke. Oil clean. Water clean."

He was thinking head gasket but I'm thinking maybe water pump?? Any ideas? Thanks!

These bikes cannot sit and idle for more then a few minutes without overheating and start puking up coolant, glowing pipe, etc. Of course this is magnified as the air temps rise during the day

 

Is he running straight water? Even though straight distilled water will dissipate heat better then coolant, it has a lower boiling point then coolant. What happens when he is riding it?
