2003 CRF150F carb problem

Hey all iv done a boat load of searches, and with no result. I have  2003 CRF150F that has a poping/ sneezing problem at idle. It has the core out of the stock pipe. air box gutted, and a power up kit. it has a brand new 108 main, 42 pilot, and power needle with the clip on the third position down from the top. if I eliminate the Air cut off valve and plug all the fittings on the carb, it runs great!. if I hook it up it wont idle and pops and sneezes and stalls. with it hooked up if i pinch off either of the lines on the side it idles fine. the line that goes to the top has plenty of vacuum, and i can feel a pulse on my finger. If i put a vacuum gauge on it at idle the needle bounces all over the place. it seems that the diaphragm is in good shape, but im really stumped on this one. let me know what you think! thanks!

Track down your obvious vacuum leak(s) and repair them.

Then be sure to use "Mike Coe" jetting recommendations:

110 main

42-45 pilot

Needle clip 4th groove down from the top.
