2005 Honda Crf250R Throttle wont twist

I just got my top end rebuilt and the bike was heat cycled and broken in right. I was riding about 5 minutes after warming the bike up and putting new gas in it and my throttle started to stick. I kept twisting it thinking stuff was in the carb so I pinned it and tried to clear it out. Well I got about 20 feet from camp and the bike went to an idle and the throttle closed. It spins about a centimeter and then gets stuck. I think its the clip in the carb because i took the bike apart (not the carb) so i could mess with the cable, I took the throttle housing apart and and pulled on the cables one at a time. I moved the cable around by the housing and greased it properly and it spun but caught on something. I think i need to rebuild the carburetor and put a new cable on it. check cables for frays where it comes out of the casing on the throttle or see if it is stuck in the white plastic slider thing and the split horn

check cable routing

could be a carb issue upside down slide?

or even better replace throttle cables every year
