I don't think any newer forks will bolt on.  The 1989 CR used the same bearing arrangement as the XR models, so the conversion would presumably be the same.  There's lots of info on it in the XR forums.

When i restored my 1989 CR250 I bought a complete front end out of a 1996 cr125. It turned out to be more trouble than it was worth, While it could have been done, I would not have been confident in the results.

Biggest issue with the 1989 fork was it was too rigid and didnt flex.

Modern suspension tuners can do really good things with them, i had mine gold valved and some mods carried out, they worked pretty well. He also offered a machining mod on the upper tubes to increase flex, But I didn' worry about it.

The bike is what it is, and if you ride any modern bike there really is no amount of money you can spend to get the 1989 CR250 anywhere even close.
