I've heard the fuel filter was a issue on those. Tell him to check it out and make sure it's not clogged up

I have an 09 that did the same thing - mine was a mix of issues.

The idle - Set it to 1800-1900.  Without a tach it sounds like the bike is idling high, but this is where Honda wants it.

Fuel Filter - Change it. It's inside the gas tank on the bottom of the fuel pump.  The 09 original filter had issues which Honda updated with a new part number.  You can find it on the OEM part diagram

Since changing the filter and setting the idle properly (with a tach) my 09 has been idling fine.

Yep, that original small filter works fine with clean gas, but it has a smaller filtering area than the updated filter parts, so it'll plug up quick if dirty fuel is introduced, or if you pop your cap off to fill the tank while at a dusty track.
