What might be causing the black around the exhaust insert on XR 650R?

Looks like a pretty standard exhaust leak to me.

there is nothing wrong with your bike, soot in the exhaust is completely normal, the reason you get soot on the outside is because your insert has a very slight leak.

remove the insert, check for warping\damage on the insert, clean of the surface of the exhaust and the insert and reassemble, use some high-temp silicone if it still doesn't seal properly.
