Drum brake problems

Hey so recently my brakes stopped working good so I took them apart and cleaned the inside and put them back together and the pads seemed to be fine, but I also noticed that the brake power seems to come in go. Like one day I could be riding and the brakes are perfect and then the next the won't even lock up the tire, I have tried tightening the bolt on the end but it is all the way now and still no difference but I can feel I tiny amount of brake but it still can't lock up the tire :/ any suggestions? The shoes and pads seem to be fine and I'm racing a harescramble tommorow so I would like to have even a little back brake

If you're at the end of adjustment, remove the actuator lever and move it back one notch. That's the lever on the wheel. You will get some mechanical advantage back and it should tighten up the feel. Do make sure you do not get it too tight.
