Steering bracket stem broken - is it safe to ride?

Hello,

 

My son has an SSR 125 pit bike and enjoys it very much.  On the underneath of the steering stem, there was a tab that prevents the steering column from going all the way around.  If I had to estimate, it only allows it to go about 45 degrees and stops when the bolts hit the steering column tab - see attached picture.  I will bring the bike to a machine shop to have him weld a new tab.  For right now, is it safe for him to ride?  Thanks in advance.

I would say not until a new tab is welded on.  The handlebars could go full throw and trap his leg at worst or damage the tank/radiators at best.
