2009 kx250f timing issue

 installed new valves, after reinstalling head tried several times to get timing marks to line up.  cams line up and i have 28 pins between  but timing mark will not line up with cover. tried several times and is always off, any ideas

never touched an 09 but top mark to top mark is 12 pins on a 13. Don't see why it's different

Should be the same as 13 model

 

12 pins between marks 

 

Exhaust must have mark at 9 oclock and 12 oclock , inlet mark at 12 oclock and 3 oclock , 12 pins between the 12 oclock marks.

 

If the timing on the crank is slightly off by a mm or so the it could be stretched timing chain.
