Klr250 project!

Sell it and buy a faster bike.

Suspension won't keep up with an upgraded motor. It's still heavy.

What to do to stock klr250 to make it have more hp and response?

Go to advrider and read the 1000000000 post thread. I just bought a '14 klx. Start with the 13t sprocket, air box mod, jet kit and full exhaust should get the klx into the mid 20's for hp, get the 351 and carb for mid 30s hp. An after market exhaust will save you lots of weight, add a kickstarter, remove battery, and with misc other weight savings you can get the bike to 260ish pounds.

It's fun riding slow bikes fast, it's not fun riding fast bikes slow....
