Bike won't shift into 4th or 5th after rebuild

Okay after splitting the cases, replacing bearings, seals, crank. Basically everything but tranny. Put it back together, lined the shift forks and such back according to the service manual. My only thought is that because the shift pawl fell apart, I might have put it back together wrong or at an odd angle. What are some potential issues as to why this is happening? I didn't replace a single thing tranny side

Basically when you go to shift into fourth, it almost feels like it's going to shift then just revs like it's in nuetral. It's hard to explain. Oh it's a 03 rm250

When the case was actually split, it was rough shifting into 4th because the countershaft shift fork was getting caught towards the end of the shift but it would get into with coaxing. Figured it would shift with load on it.

Having split my cases many times, the only thing I can think of is maybe one of the gears got put back in the wrong order.  Unfortunately, there's no way of knowing without splitting the cases again.  I had to sit down with the service manual and put the gears back in order, after I was soooooo careful not to bump the transmission off my workbench!  (painful lesson there.)

Gears were put back in in accordance with service manual. But okay, that's an option.
