vent tube system question

Ok, you know how the vent tube from the head joins with the tube to the airboot and goes down to a drain tube with a plug in it? Well where it connects to my airboot, the airboot is torn. My question is is there much of a vaccum on the line going to the airboot?

 

I have it taped up with electrical tape pretty good, but if there is a strong vacuum, it is going to be sucking dirty air into the carb. I'm trying to decide if I should replace the air boot.

Replace it asap, you've already sucked dirty air into the engine. Not a vacuum-level signal there, but distinct lower pressure from engine intake draw... like fix it yesterday and check your valve clearances and change engine oil/filter.
