Rt100 won't stop reving

G'day guys I have a 2001 Yamaha rt100 that won't stop reving up once started it sat in the shed for ages with no no comp so I chucked a fresh top end in it. I replaced all the gaskets and I have rechecked them all and all intake hoses and mounting surfaces are tight so there carnt be an air leak I have tried replacing the carb and the needle and seat. it can only fit in one spot,any one have any ideas I don't really use the bike much mainly just for mucking around. sounds like a crank seal to me or a sneaky delaminated carb boot.  with it running ,  spray brake clean or eather on to the carb boots and down by the seals.  if it picks up rpms when you spray it,  that is the problem area.

 

also make shure the carb is cleaned right out and the choke plunger is seating properly.
