Anyone have experience dealing with floodplain?

I've always wanted to have a piece of land to build a small dirtbike track on and last fall that finally happened. I wanted to build a track as soon as i could but we had a very wet spring this year in Wi. When it finally dried up, i just didnt have time. Our field is all floodplain, but with my initial research it didn't sound like it would be an issue. We live on a really busy county hwy and i wanted to things the right way. After taking to the county today i found out that i cannot touch anything, or bring in any fill, even if its just for jumps and burms. I can pay $400 to hold a public hearing about it but it doesn't guarantee anything will change. Beyond disappointing. I dont have an extra $400 laying around right now to gamble with...I know zoning is different everywhere, but has anyone else ever had an issue with this, or any suggestions?

There are very specific environmental laws that address riparian areas, even if they have water only part of the year.  There are a fair number of ranchers and farmers around the country that have battled or are battling the feds and local government over this issue.  Bottom line on this is even if the county OKs a re-zoning or permit the feds may still shut you down because some enviro-nazi scientist will file a report calling it habitat for some migrating ducks or whatever.  Where water is concerned nowadays, even as a private landowner, you are usually going to be on the losing end.


I forgot to mention, you said anyone with experience on this issue.  Yes, I have a ton of it as a land use activist since the early 90s.  I was also editor of the Land Use section on Off-Road.com for quite a number of years.

      Looking to buy a used Beta 2017 500 RRS from outside California.  Can I plate (Register with CA DMV) the bike in CA?  If so what is the best way?  Don't have the money to put down for a new bike from a Dealer in CA.  Any help or sugguestions would be appreciated.  Thanks in advance.
