WP PDS 5018 SHOCK QUESTION -2004 525EXC

Obtained my 525 barely used in 2006 (4 hours) and had a question ever since about my shock: The PDS manual that came with the bike says I should have 40 available clicks on the compression and the rebound. I have 32 compression, 12 on the rebound. Understanding that manuals can be somewhat generic, I can grasp the small difference up top but have difficulty on the 12 on rebound. (the KTM manual suggests initial settings at 19 compression, 24 rebound which somewhat coincides with the PDS manual). My question is if this shock has had some valving work can/will it affect the number of adjustment clicks available? Or is this just a manufacturer anomaly?

I lot of the newer shocks are corroding in the clevis and the needle is sticking that controls the rebound , typically they stick at the pont that allows around 12-13 clicks of rebound adjustment , the only answer is to send it back to be stripped and checked
