2012 Ktm150sx Needs a new Top End?

So I bought this used 2012 ktm150sx the owner said the top end only had 20hours on it and since then I put about another 20. The pipe that goes into the cylinder was leaking so I took it off and found out that the O-rings are bad so I ordered new ones and then I looked into the cylinder and saw a lot of carbon build up around the power valves and cylinder. I will post some pictures so you guys can help me. I want to know if I need to rebuild the top end and clean the cylinder or if this is normal and wait a little more. The bike starts first kick every time but it wont idle no matter what I do with the carb so I'm not sure if the power valves have anything to do with it. 

 

Any help is appreciated.

If it were mine I would do a top end for piece of mind you have no idea what the po did or didn't do?

Ya that's what I'm going to do because I bought the bike used so I might as well do a top end.

mahe sure you pull powervalve apart!Thats a lot of carbon buildup!
