In my experience, dual pane lenses just fill up with water when it's really raining outside. The water comes in through the vent in the outer pane. This was with a pair or ProGrip goggles, maybe different brands have a better venting system on the outer lens?

 

Must be a brand thing.....i have used dual scott 83 style for a decade or more in rainy Washington and have few issues.  I even keep a pair strictly for wet/ cold that have not only dual lens, but also have the foam removed on top and bottom of the goggle to aid in air flow ( no need for keeping out dust ).

must have had a crappy set, I ride in the rain/snow and have repeatedly washed my 100% dual panes with no trace of water ever getting inside.

 

most have hydrophobic cover for the vents.
