1991 DR250 Fun to ride when it starts

I have a 1991 Suzuki DR250 enduro.  It seems to start ok on the first try after 2 or 3 kicks, but after I have ridden for a while and shut it down it will not start again for some time.

 

I have recently cleaned the carburetor and I changed the spark plug which was black and fouled up.

 

When it does run it runs a bit rough sounding.

 

Any suggestions on how to set up the bike to be more reliable on starting?

 1 adjust the valves 2 adjust the carb slow speed screw shouldnt be more 3 turns out ( stock jet mines out almost 3/4 turn ) set float level properly .

 start here hard restart hot with a black plug is way to rich screw in ,my petcock leaks just a little I have to shut it off half the time before shutting down the eng .
