KYB 46mm outer fork tube dis-assembly

Anyone know if the silver piece can be removed? I'm guessing it is pressed onto the tube, just curious if anyone has removed it or not.

i doubt that collar is simply pressed on .  it's possible it's threaded on , or welded and then machined.   

I'm curious why you'd need to take that off ....damaged?

It is supposed to use this usd front end in one of my projects but it is about 5 "too long. I can lower the front end, but at the same time I would also like to shorten the outer tubes because visually they would look better. Yes, I understand that just shortening the tube is not enough, but I also have to lath similar grooves to what was inside the tube before.
