Loose cam tower

Took valve cover off cause bike was noisy and cam tower was loose

Please explain in more detail.

The cam tower bolts were backed out. 1 extensively others a couple turns. I assume someone shimmed valves and did not either relighted/Tourque or they need locktite?

Loctite blue and torque to spec, I'd re open after 10 hours and make sure it stayed snug.

They shouldn't need Loctite, unless something is wrong with the threads.

options, retry tightening , get new bolts or Loctite.  the torque on those is fairly light

Use a good torque wrench. Be sure to get one appropriately sized. You want the torque to be towards the middle or high end of the wrench scale, so you're going to need a small one.

I have a small snap on I use for the bikes only. Will do that forsure
