2000 yz426 Wont Start

So i bought this bike about a week ago and i've only got it to start once. I put new plug in, cleaned the carb, and bought a new air filter. Im pretty sure its because i cant get the whole procedure down with the decompression lever. I think im doing it right. 

I pull the lever in and and kick 2 or 3 times to warm it up in a way

Then i let go of the lever and i cycle until its so compressed i cant kick it.

Then i pull the lever in and drop the kickstart about an inch then i reset it

Then i give all my leg got and this thing just doesnt turn .

Ps: I have the gas and choke on.

If there is anything you think i should do to the bike/check anything would help. Again ive started it once. It seems to pop alot though so im not sure if that has anything to do with it

I know it may seem obvious but check fuel. First things I check are FUEL SPARK and AIR

What works for my 99 400 is as follows: 1. Turn the engine over until you reach compression and push compression realease and advance the stroke just past max compression, tdc. 2. Engage choke, when cold. 3. Twist the thottle once or twice and release. 4. Without thottle application, kick it like you mean it! Try that
