Trying to help a friend tune his engine. It bogs and stalls at WOT. Did my first plug chop and believe he is running very lean.

 

Can someone help confirm?

Strange. I swear I read that was one of the best ways to dial in your jetting.

That's because people still parrot what was true in the days of leaded fuel.  

You have to look for a ring at the base of the porcelain.

 

For the old method to hold true you have to have an​ extreme situation; but slightly rich, perfect or lean jetting will still result in a clean, white firing end

Try some octane booster, sometimes called power booster, they sell it at Walmart.
With a small Honda engine you might get 1 or 2 more horsepower, when you start with 4 hp then get one more its a big increase.
It's an inexpensive way to get some power, or see if the bikes does run better at all and its kinda fun. 
Don't use too much, more is not better.
