2014 yz250f problem

this bike has no top end power stock gearing an 5th gear pinned is only about 40 mph I just bought it a few weeks ago and only got to test it out in a yard so I couldn't tell at the time it pulls good thru the bottom an mid range but not as hard as it should 

this is the first time I've had a bike in 2 years after breakin my leg but from what I remember my 2008 yz250f seemed like it had twice the power 

Was told it could possibly be something wrong with the exhaust or maybe the motor is slightly out of time 

anyone have any other suggestions before I tear into I can't find a similar problem someone else has had anywhere 

Also air filter is clean clutch pack,springs, and cable is new and cable has slack

Knock on the muffler and if it sounds hollow replace the packing, this happened to my yz and it caused a huge power loss

Might want to have a look at the clutch to make sure it's all in spec and adjusted correctly.
