Fresh motor runs lean?

Just a quick question...

I had a YZ144 that ran and seemed to be jetted pretty good. I later found out it had a steel liner pressed in that bored to 144cc but the liner was worn as there was a lot of clearance between piston/walll and ring end gap. Compression was at 150 psi even with a brand new ring.

I got a proper cylinder that is newly made 144 with new ring and piston and comp was at 190psi.

Now it loses power and comes near to bogging when I am rolling on the throttle at mid/upper rppms. To test I turned the airscrew all the way in and it seemingly bogged less. I'm assuming turning in the airscrew is enriching the mix. It runs a little better when I have it turned in all the way.

Do you really think so? It has a 450 in it right now. I'm inclined to think the needle needs to be raised. I should know tomorrow hopefully if i can get out
