Honda CRF starting issue, please help!

I apologize if this isn't the correct thread to ask. Anyway, I came here to seek help because I am at a total loss with my bike.

I have a 2007 Honda CRF250R with a jd tuner, stock exhaust, ported and polished head, high compression piston and new rings. New valves, carb was cleaned several times as well and gone through. Has excellent spark. Now the issue is that I can only bump start it. It will not kick start. Once I bump it, it runs like an animal. I don't know what else it could be causing this. I am open to any ideas and any replies will be greatly appreciated. Thank you all very much!

I have the same problem with my XR250. Someone on this forum advised me to look at the clearance of the intake valves. Once it is bump started it runs great, so I do not know what to tweak in the carb. One thing I noticed was that I can jump start it with one go, without using the choke. Are you using you choke?

OP, you mention it has new valves,

were they installed in the old cylinder head without re-cutting the valve seats ?
