Front Fork Clickers

The manual says to adjust clickers you turn screws on top and bottom of forks with a screw driver. My question is what are the black plastic wheels on top the forks used for then?

Tongue in cheek question? or real question?  That knob is for Rebound adjustment and my owners manual does say screw but also points to an illustration showing the knob.

Plastic wheel is the clicker as mentioned. Little flat head screw is the vent/bleeder screw.
