So I bought this bike in pieces, the PO tried to install a new piston and did something wrong with the valve timing and made a mess. The cylinder has two small nicks above the ring line. I am trying to decide if it is enough to replace the cylinder or not. Any thoughts?

Assuming that ring line is where the rings sit with piston at TDC I probably wouldn't worry about it. Just hone and continue build. Just my 2¢
