A 2 stroke flooding could be so many things but I would start with setting the float height and do a compression test. Also, make sure that you plug is good, or even new and the exhaust is free and clear.

Do you have a strong spark? Gas fresh? Broken reed(s)?..... start with the carb float level and while you are there, make sure the float shuts off incoming fuel and isn't leaking fuel past the float.
