I'll add,

5. does that engine design have a 'windowed' piston, if so was it installed facing the right direction ?

Yes has spark and getting gas did spark plug and did not do anything to the timing bike ran good

What do you mean by "sped up" - uncontrollable RPM, or just a high idle?  Did it start and rpms ran away and then it cut off, or did you rev it and it didn't come back down?  How long did it run before it died?  Is your throttle slide closing and opening all the way with no binding/hanging?

Only four things required to run - air, fuel, spark, and compression.  If you definitely have all four and it's still not running, it's either the timing is off or it's flooded.  Get your kicking boots on and do what Gary said.

Just got done looking at it something to do with carb and we need to put a new throttle cable we had running when put gas in the carb and didn't see cable was bad.
