Petcock tube residue

So I replaced the stock petcock straight away as I didn't want to deal with any leaking issues (I'm more accustomed to petcocks with an off position anyway) but decided to throw my stocker (which is essentially new) up for sale.  While I was grabbing a pic for it, I noticed there was some black crud around one of the tubes:

Any idea what it is?  I didn't notice it when I removed it, probably because it's on the inside.  Just don't want to sell it if it's an indication it's gonna crap out...

Probably rubber.  No idea how it got to the inside.  You may be able to pull that filter off and clean it. Only way to know if the petcock works is to test it on a tank full of gas.
