Bike running better with choke on

Pretty new to jetting and carb work in general just makes me nervous. I cleaned my carb out today replaced my gas did some basic maintenance stuff getting ready for the riding season. I rode a little today and noticed my bike would really only run decent when my choke was on. Super confusing to me not knowing if it's just my air mixture screw or what's going on. I ride a 1999 cr250r and mix my gas 40:1 any tips would be greatly helpful thank you

Lean seems obvious.   Air leaks seem to come from nowhere.  Crank seals go bad or show up after sitting sometime.   Get it to idle and remove the ignition cover while it is idling or being kept idling.  If it revs up as the cover is removed you know the seal is bad.   It could still be bad and pass that test though,  but not the reverse.
