DRC 602's loose on stalk?

I'm in the middle of installing a DRC Edge 2 and DRC 602 signals on the rear.  (BTW, the US Spec Edge 2 mount for the DRZ is a great piece of kit, much improved over the DRC version.)  Even when I tighten the flange bolt, I'm finding that the light itself is still pretty easily rotated.  I was kind of expecting that it would be firmer...  This is how mine looks:

Does this look right?  Wondering if maybe I have the order of parts wrong but it matches the instructions.  Everything is tight up until the light itself.  Is this normal?  Now I'm not saying it's rotating on its own but I think vibration alone might be enough to move it.

I would remove the inboard plastic spacer and see if it snugs up better.That washer in the center looks odd.Don't those 602's have a flexible stalk that springs the signal back in the event of a fall anyway?
