Adjusting Rebound Yz125

I have a 2001 yz125 i bought off of craigslist awhile back. I have been restoring it but came across a problem. It was set up for track riding, so the rebound was way high on the rear shock. When i tried to adjust it with the bottom screw it would not change at all, while the top screw would adjust the stiffness successfully.

 

The question is: Do i need a new shock or is it low on nitrogen (i think thats whats they fill it with)? I dont really know about suspension very well.Screenshot_20170502-185642.png
