DRZ400S electrical problem causing surging

I cleaned/dipped the carb, the jets are JD, I'm confident the carb is good, but it still surges.

The battery is also brand new and fully charged. still surges.

BUT if hook up a portable jump starter box, it runs just fine. It's got to be electrical, like the spark plug isn't getting enough juice? Anyone have any ideas?

Figured it out. Previous owner installed the wrong regulator rectifier
