2007 CRF250R Low RPM bog

Just picked up a 2007 CRF250R 

Bike is hard to start cold or hot but runs for hours without and problems once it is started. Bike sat for a year so I rebuild the carb W/ new jets , new plug and filter. Cleaned the gas tank and ran new fuel lines. I also have the fuel screw set to 2 1/2 turns out. If you try to snap the throttle it does bog but if it ease into the throttle it will rev all the way without any issue. 

Any ideas on what it can be ?!? My first guess is valves need adjusting. This is my first 4 stroke dirt bike I have had nothing but 2 stroke 250s. Wanted to see if they was any other adjustments I could make before sending it to the shop and getting valves adjusted.

Have you performed the accelerator pump mod on the carb? Also, your leak jet might need to be changed.

I haven't done any mods to it. its a completly stock bike. What exactly is the accelerator mod ?

Just watch that video I posted. It's pretty simple to do.

Put a 45 leak jet in, do the oring mod, adjust the ap timing early as possible:

 

Hard start cold or hot is usually due to fuel screw adjustment:
