2007 water in oil no start help

Went trail riding and had to wash my bike with no airbox cover or exhaust plugs. Did my best to stay away from both but obviously not well enough. Wouldn't start when I finished washing. I drained the bowl of the carb but there was no water in the bowl so I think it got in through the exhaust. Pulled the plug and it looked a little wet (it smelled like fuel but also seemed like water). Checked the oil to see that it was milky. Flushed and fresh oil and filter but still no start. It's pretty easy to kick over even on the compression stroke. I don't have a compression gauge to check. I don't feel like buying a new gasket and pulling the head if it's something I'm just not thinking of. Time for a rebuild?

Have you checked for the obvious:

-healthy spark

-fuel reaching the combustion chamber

I had a set of plugs once but I lost them so now I just use a piece of duct tape to cover it up lol and I just leave the air filter on it and it keeps the water out pretty good when I spray it off
