What would cause showa inner cartridge forks to have compression but no rebound, feels like it's riding on the springs but not completely as I can still feel some valving. Leaking ics?

Yes, if the inner cartridge has leaked enough then the damping will fade, both compression and rebound.  I'd think compression damping would fade worse since the BV is at the top of the chamber where an air gap created by displaced oil would form.  A lack of compression damping can have a strange feel, sorta like what you are describing, a pogoing effect, front end oscillates up and down constantly while riding.

Thanks MM, I fully compressed the damper rod but couldn't get it to leak at either end, the oil in the damper was foamy so I'm guessing cavitation from air gap? There is a nick at the bottom of the damper rod, I wonder if that's enough to cause the seal to fail? Could I sand polish it out? Any other tests I could do?
