1987 klr 250 refuses to idle

I've owned this bike for a few months now and have over $1000 in it (I "stole" it for $100) it has a brand new top end, cams, etc... all installed by myself. I consider myself a pretty good mechanic, but lose all sense of direction as soon as I see a carburetor. it is completely stock with the stock jets (I can't recall the size) and all, but will not idle below 3K rpm. it makes no sense to me as I haven't changed anything or maybe that's the problem, and Ive gotten frustrated to the point of just wanting to the selling the bike. Any help would be greatly appreciated as I quite like the bike and would love to have it running right!!!!
