More 2008 yz250f problem ms

Just got done with a top end rebuild and the bike doesn't want to start. It starts with the throttle wide open and I can get it running by feathering the throttle but it just won't idle. Before the rebuild it would sputter low end while riding but it still idled. Does it need a good carb cleaning? Shimmed valves? Both? Plz help thanks

Just cleaned the carb and now it idles fine but doesn't start easy even when hot. When I blip the throttle it revs high for awhile and sometimes I have to play with the idle adjustment just to get it to idle again. I been playing with the accelerator pump adjustment but it seems to just not do anything. There is never any play in the adjustment thing no matter how loose I turn the screw.
