Radiator fan not coming on

2017 FE 450. Since the bike was new, the stock fan has never come on. Was abusing it on a tight nasty climb and it got hot then coolant steamed out.

I jumped it to the battery direct and it works, I replace the temp sensor at the head and it wouldn't come on after letting the bike idle for 20 minutes. 

Not hot enough or???

I think the fan is operated by the thermo switch on the radiator

Assuming you can live without turn signals, you can always wire up the turn signal switch to override the thermal switch and run the fan as you see fit. Did this on my FE 501 and it was great to be able to turn the fan of ahead of tight/steep sections of trail rather than wait on the bike to do it automatically (or not at all, in your case).
