Electric Razor bike?

Would the same laws regarding ATVs and dirt bikes apply to a little electric dirt bike like the Razor mx650? Its only 650 watts, goes 17 mph and is about the size of a pit bike. I live in MA btw. I would not have any intention using it on any public roads/ sidewalks/ rail trails or any paved bicycle paths. Just to use it on unmarked/ unpopular trails you could ride mountain bikes on. Just would like to know before blowing +$400.
